The Agency: the complete business guide

The Agency arrived with The Contract in December 2021 and quietly became the best all-rounder in GTA Online: every single thing it offers runs solo, nothing costs money to launch, and the property pays you four different ways. It is the business for players who want steady, on-demand income without supply bars, delivery lorries or raid anxiety, and it comes with the best celebrity cameo in the game attached.

This guide is the whole operation: the purchase, the contract desk, the payphone loop, the passive safe and the Dre contract. Figures are checked against tracked community values as of early August 2026.

Step 1: buy the Agency

  • Buy from Dynasty 8 Executive, four locations from GTA$2,010,000 up to GTA$2,830,000, and as ever the price buys geography, not income
  • You are in business with Franklin Clinton and Lamar, running F. Clinton and Partner, a celebrity solutions agency, which is exactly as Los Santos as it sounds
  • Everything below runs one to four players and works entirely solo

Step 2: run Security Contracts

  • Take contracts from the office computer, paying GTA$31,000 to GTA$70,000 by tier, fifteen-odd minutes of clean, self-contained mission work
  • There are no supply costs and no setup fees anywhere in this business, so every contract is pure profit
  • Each completed contract also permanently raises the office safe income, which is the quiet compounding trick below

Step 3: the payphone loop

  • Answer the payphone hits Franklin offers, assassination jobs with a bonus method attached
  • Complete the hit the bonus way and it pays GTA$85,000 for a few minutes of work, which is one of the best small loops in the game
  • A short cooldown gates the calls, so the rhythm is a hit, something else, another hit

Step 4: let the safe compound

  • The office safe accrues passive income that grows with every Security Contract you have ever completed
  • It caps at GTA$20,000 a day once you have cleared 201 contracts, which sounds distant and arrives faster than you think if the Agency becomes your default filler activity
  • Collect it when you pass through; capped safes earn nothing

Step 5: the Dre contract

  • The VIP Contract, Dr. Dre and his stolen phone, is the Agency story centrepiece: three investigation strands and a studio finale, all solo-able
  • It pays a flat GTA$1,000,000 on completion, and since July 2026 the strand carries the weekly first-completion boost as The Data Leaks
  • It also unlocks Imani Tech for your vehicles, remote control units and missile lock-on jammers, which veterans rate above the million

The reference layer

The honest positioning: the Agency is the best on-demand business in the game rather than the best per-hour one. Nothing here matches a heist spike, but nothing else offers this: zero running costs, zero crew requirements, income in five-minute and fifteen-minute portions whenever you want it, a safe that pays you for having played, and a million-pound story on top. It is the ideal second or third property for a solo player, and the payphone loop alone keeps it relevant for ever.

Where it fits

Buy it, clear contracts until the safe caps, answer every payphone, and do right by Dre. Franklin got out of the game by building exactly this.

The four income streams, ranked

The Agency is unusual because it pays four different ways and most owners only ever use one of them. Ranked by what they are actually worth per hour of your evening:

  • Payphone Hits. Around GTA$85,000 each, and roughly double that if you kill the target the specific way Franklin asks for. There is a cooldown between hits, so this is something you fold into other activities rather than grind.
  • Security Contracts. GTA$31,000 to GTA$70,000 depending on type and difficulty. They also increase your daily safe income, which is the real reason to run them early.
  • The Dr. Dre contract. Around a million with a first-completion bonus that resets weekly. The best single job the property offers.
  • The daily safe. Capped at GTA$20,000. Free money, but only if you actually walk in and collect it.

Imani Tech is the real purchase

Be honest about why you are buying an Agency. The income is fine. The Agency Vehicle Workshop is the reason.

The Missile Lock-On Jammer is a one-time fixed cost fitted to an eligible vehicle and it blocks homing missile lock-on completely. That deletes the single most common way players are griefed in public lobbies, and it is the difference between a sell mission that completes and one that ends in a fireball over the freeway.

The workshop also fits armour plating and remote control units. If you are running Special Cargo, Vehicle Cargo, Bunker sales or anything else that puts you in the open with valuable stock, this pays for the property on its own.

Which location to buy

There are four Agency locations and the interior is identical in all of them. Buy on position, not on price.

Hawick and Rockford Hills sit closest to the middle of the map, which matters because Security Contracts and Payphone Hits both send you across Los Santos and back. Little Seoul is the cheapest and is perfectly fine if you are stretching. The Vinewood location looks the best and is the furthest from everything, which is a fair summary of Vinewood.

The Armory, and why it is cheaper than Ammu-Nation

The Armory is an optional add-on that discounts weapons, fits Mk II conversions without needing a Mobile Operations Centre or Kosatka, and sells body armour and parachutes on site.

It is also the only place to buy the Stun Gun and the Compact EMP Launcher. If you own a Bail Office, the Stun Gun alone justifies the add-on, because non-lethal captures pay roughly double.

Running it efficiently

  • Collect the safe every time you pass. It caps at GTA$20,000 and stops earning once full.
  • Run Security Contracts in batches. The daily income increase is cumulative and permanent, so front-loading them early is worth more than spreading them out.
  • Take Payphone Hits opportunistically. When the phone rings mid-session, answer it. Do not sit waiting for one.
  • Run the Dre contract once a week for the reset bonus rather than repeatedly in one night.
  • Fit Imani Tech to whatever you actually drive on sell missions, not to your fastest car.

Is it worth buying?

Yes, and it is one of the few properties where that answer does not depend on how much you play. It has no running costs, no supplies to buy, no stock that can be destroyed, and everything it offers can be done solo on demand.

For a player with a couple of hours a week it is one of the best purchases in the game. For a serious grinder it is the workshop that protects everything else you own. The one thing it is not is a passive earner: nothing here pays while you are offline.
